लखनऊ / 26 /10/15 ... उत्तर प्रदेश के बहराइच जिले के महसी ब्लॉक के हरदीगौरा गांव के सामजिक कार्यकर्ता और आरटीआई एक्टिविस्ट स्व० गुरु प्रसाद शुक्ला का परिवार बीते 12 अक्टूबर से  न्याय की आस लेकर लखनऊ में जी.पी.ओ. के पास महात्मा गांधी पार्क में अनिश्चितकालीन धरने पर बैठा था । इस पीड़ित परिवार ने मांगें नहीं माने जाने पर आज से  क्रमिक अनशन करने की घोषणा की थी l इस बाबत सामाजिक संगठन येश्वर्याज की पहल पर लखनऊ  के जिलाधिकारी ने धरने पर बैठे बहराइच के पीड़ित परिवार को आज प्रातः 9 बजे वार्ता के लिए बुलावा भेजा था  बढ़ते जनदवाव के बीच तेजी से बदलते घटनाक्रम में जिलाधिकारी ने पूर्व निर्धारित कार्यक्रम से एक दिन पूर्व बीते कल रविवार को ही पीड़ित परिवार से वार्ता कर लिखित आश्वासन दे दिया है जिसके बाद धरनारत परिवार ने अपना धरना 3  माह के लिए स्थगित कर दिया है  l

गौरतलब है कि पीड़ित परिवार के धरने का समर्थन कर रहे लखनऊ स्थित सामाजिक संगठनों में से एक  येश्वर्याज सेवा संस्थान ने  बीते 19 अक्टूबर को अपने संगठन की ओर से लखनऊ के जिलाधिकारी को एक  पत्र भेजकर पीड़ित परिवार और समाजसेवियों के 5 सदस्यीय सम्मिलित प्रतिनिधिमंडल को इस प्रकरण पर वार्ता हेतु समय प्रदान करने का अनुरोध किया था l इस सम्बन्ध में सामाजिक कार्यकर्ता संजय शर्मा,तनवीर अहमद सिद्दीकी और राम स्वरुप यादव ने जिलाधिकारी से भेंट करके उनको प्रकरण के तथ्यों से अवगत कराते हुए उनको उर्वशी का पत्र सौंपा था l

धरने के समन्वयक तनवीर अहमद सिद्दीकी ने बताया कि  जिलाधिकारी लखनऊ के कार्यालय ने सामाजिक कार्यकत्री उर्वशी शर्मा के पत्र का संज्ञान लेकर पीड़ित परिवार और सामाजिक संगठन के 5 सदस्यीय सम्मिलित प्रतिनिधिमंडल से इस प्रकरण पर वार्ता करने के लिए आज  प्रातः 9 बजे का समय देते हुए अपने आवास पर मिलने का न्योता भेजा था   किन्तु बढ़ते जनदवाव के बीच जिलाधिकारी ने पूर्व निर्धारित कार्यक्रम से एक दिन पूर्व बीते कल रविवार को ही पीड़ित परिवार से वार्ता कर लिखित आश्वासन दिया है जिसके बाद धरनारत परिवार ने अपना धरना 3  माह के लिए स्थगित कर दिया है l जिलाधिकारी राजशेखर ने पीड़ित परिवार के प्रति मानवीय दृष्टिकोण  अपनाते हुए परिवार को 5000 /- की आर्थिक मदद देते हुए उन्हें हरदी थानाध्यक्ष शुभ सूचित के साथ सुरक्षा में सरकारी वाहन से बहराइच भिजवाने की व्यवस्था भी की l

लखनऊ के जिलाधिकारी  से मिलने गए 7  सदस्यीय प्रतिनिधिमंडल में स्व० गुरु प्रसाद शुक्ला की पत्नी बृजरानी , पुत्र संजय कुमार , सामाजिक कार्यकत्री उर्वशी शर्मा, कार्यक्रम समन्वयक तनवीर अहमद सिद्दीकी, अधिवक्ता रुवेद कमाल किदवई, अधिवक्ता अब्दुल्ला सिद्दीकी और पत्रकार अशफ़ाक़ खान  सम्मिलित थे l  उर्वशी ने बताया कि  प्रतिनिधिमंडल ने पीड़ित परिवार की 10  मांगों को लेकर जिलाधिकारी राजशेखर से वार्ता की है  l

पीड़ित परिवार की 10 मांगे :

"1- सामाजिक कार्यकर्ता स्व० गुरु प्रसाद भूमिहीन मजदूर और हमारे परिवार के एकमात्र कमाऊ सदस्य थे l उनकी मृत्यु के बाद जान-माल के खतरे की बजह से हम परिवारीजनों को गाँव में रातों में जागकर पहरा देना पड़ता है और इसीलिये हम लोग दिन में कोई नियमित रोज़गार नहीं कर पा रहे है और इस कारण उनका परिवार धीरे-धीरे भुखमरी के कगार पर आ गया है अतः हम परिवारीजनों को 25 लाख रुपए का मुआवजा दिया जाए, 1 लोहिया आवास दिया जाए और परिवार के 1 सदस्य को सरकारी नौकरी दी जाए l

2- हम सभी परिवारीजनों और हत्याकांड के सभी गवाहों को सुरक्षा प्रदान की जाए।

3-   स्व० गुरुप्रसाद की हत्या की एफ. आई. आर.  में हम परिवार वालों को पीटे जाने की धाराएं जोड़ी जाएँ l

4-   स्व० गुरुप्रसाद की हत्या की एफ. आई. आर.   के आरोपियों पर रासुका की धाराएं जोड़ी जाएँ l

5-   स्व० गुरुप्रसाद के द्वरा उजागर की गयी वित्तीय अनियमित्ताओ और हत्या के प्रकरण की सीबीआई/सीबीसीआईडी जांच कराई जाए l

6-   स्व० गुरु प्रसाद द्वारा उत्तर प्रदेश राज्य सूचना आयोग में दायर सभी आरटीआई अपीलों की सूचनाओं को सूचना आयोग की वेबसाइट पर सार्वजनिक किया जाए l

7-   स्व० गुरु प्रसाद द्वारा उत्तर प्रदेश राज्य सूचना आयोग में दायर सभी आरटीआई अपीलों पर उत्तर प्रदेश सूचना आयोग के आयुक्तों द्वारा सूचना दिलाने में देरी के मामलों की जांच कराकर दोषी सूचना आयुक्तों को दण्डित किया जाए l

8-   स्व० गुरु प्रसाद द्वारा की गयी शिकायतों का निपटारा  समयबद्ध रूप से किया जाए l

9-   केंद्र व राज्य सरकार के अधिकारियों द्वारा स्व० गुरु प्रसाद द्वारा की गयी शिकायतों के निपटारे में देरी करने के मामलों की जांच कराकर दोषी अधिकारियों को दण्डित किया जाए l

10-  हमारे ब्लाक महसी में विगत 2 वर्षों में कराये गए विकास कार्यों की जांच कराई जाए l  "

labour and was the sole earning member of his family.

Shukla is staging a continuous sit-in at Mahatma Gandhi Park,Near
G.P.O. Hazratganj, Lucknow,Uttar Pradesh,India.

The family's main demands include a compensation package involving 25
Lakhs cash, a government job, a house and safety; security to the
family; suo-moto disclosure of all pending RTIs of Late Guru
Prasad;time bound action on all pending complaints of Late Guru

Park,Near G.P.O. Hazratganj, Lucknow,Uttar Pradesh,India.

suo-moto disclosure of all pending RTIs of Late Guru Prasad;time bound
action on all pending complaints of Late Guru Prasad and imposition of
N.S.A. on all those who killed Prasad.

reached to the govt. of UP but district administration is bent upon to
displace the family from the demonstration site. District
administration and local police is threatening the family now n then
to bind-up their demonstration.

Yesterday, ACM (Lucknow) Vinod Kumar visited Gandhi park Lucknow and
threatened agitating family of slain RTI activist Guru Prasad of dire
consequences if they continue their indefinite peaceful demonstration.
Now we need support of the nation in this matter of fundamental right
of peaceful demonstration.

We are trying our level best so that the family's demonstration is not
discontinued without addressing their demands but we do have certain
limitations and now we need help of whole RTI fraternity of India.
