Also, it does not have data on number of orders passed by different information commissioners. UPSIC invents yet another draconian procedure to harass info-seekers Do you want to deposit second appeals in the office of Uttar Pradesh State Information Commission ? Beware ! You are sure to be entangled in UPSIC's self-proclaimed draconian procedure that compels you to first get your appeals marked by the Secretary of the information commission , only then the clerk shall receive your application and give you a receipt. The receipt counter is open upto 2 P.M. only , the time when the secretary of UPSIC can be seen seated with the PIOs ( read Public Servants ) and so , barring few daring info-seekers/activists , all are not able to reach the secretary and get their appeals marked . Many of them are forced to grease the palms of the clerks at receipt counter to get their appeals received . Going by the letter & spirit of the RTI Act 2005 , this process should be as easy as one can ever think of , but in reality the process is being made so cumbersome that the info-seekers are a demoralized lot as soon as they enter the UPSIC . When enquired deeply , I came to know that there is no such written order of any competent authority to this effect but only verbal understanding of UPSIC officials to carryon the draconian procedure to demoralize the info seeker in any possible way. In Uttar Pradesh, the watchdog of transparency is too shy to be
transparent enough to disclose the details of funds received by it
from the Central Government .
The Central Government released funds under centrally sponsored scheme
for digitalization of various State Information Commissions with the
precondition that the money could only be spent on digitalization and
no hardware could be purchased out of this grant. Uttar Pradesh State
Information Commissions got Rs. 21 Lakhs from Centre. This was
revealed by Ministry of Personnel , Public Grievances and Pensions in
a RTI reply . " Rs. 21 Lakhs have been allocated to the state of Uttar
Pradesh for IT enablement " reads the reply of D.O.P.T. The issue was
raised by Secretary of Lucknow based Social Group YAISHWARYAJ Seva
Sansthan.
The U.P.S.I.C. received 2.1 million rupees in the name of the
computerization of the Information Commission but it has refused to
divulge details. Uploading of Information Commissioners' orders on
Commission's website could not be started yet. The failure to do so is
highly irresponsible act of officials of commission .
Public Information Officer Mata Prasad had admitted in a written
response sent to the Secretary of Lucknow based Social Group
YAISHWARYAJ Seva Sansthan that they have not started action so far and
also that no single official can be held responsible for failure of
U.P.S.I.C. to upload its orders on the website .
The RTI reply has other dark facts like there is no record of interim
orders of information commissioners and orders are not available in
digital form at all .
" We have written to the Governor of Uttar Pradesh to intervene and
take action as the situation is highly undesirable and detrimental to
the RTI act in Uttar Pradesh " said Vishnu Dutt Mishra , the treasurer
of YAISHWARYAJ.

लखनऊ। सीआईसी रणजीत सिंह पंकज की मनमानियां बदस्तूर जारी हैं। अब तो वह
आयोग को मिलने वाले खर्चो का हिसाब-किताब भी देने से कतराने लगे हैं।
केंद्र सरकार द्वारा कम्प्यूटरीकरण के नाम पर मिले 21 लाख रुपयों के खर्च
होने का ब्यौरा देने से ही सूचना आयोग ने इनकार कर दिया है। सरकार के
वफादार सिपाही की तरह वे अफसरों को बचाने के लिए अब अर्थदंड के मानदंड भी
बदलने लगे हैं। आयोग की लीपापोती वाली कार्यशैली से तमाम विभागों के अफसर
सूचना देने के नाम पर लाखों रुपए मांगने लगे हैं।
राज्य सूचना आयोग में कम्प्यूटरीकरण के नाम पर लाखों के वारे-न्यारे हो
चुके हैं। मगर सूचना आयुक्तों द्वारा परित आदेशों को आयोग की वेबसाइट पर
अपलोड करने की कार्यवाही अभी तक शुरू नहीं की जा सकी है। इस विफलता की
कोई जिम्मेदारी इसलिए नहीं ले रहा है क्योंकि कम्प्यूटरीकरण के मद में
मिले लाखों रुपयों का कहीं अता-पता ही नहीं है। आरटीआई ऐक्टिविस्ट उर्वशी
शर्मा ने सूचना का अधिकार के तहत आयोग के जनसूचना अधिकारी से पूछा था कि
राज्य सूचना आयोग के आदेशों को डिजिटल रूप में परिवर्तित कर संरक्षित
करने के लिए केंद्र व राज्य सरकार ने कितना धन मुहैया कराया है? आयोग के
आदेशों को वेबसाइट पर अपलोड न करने के लिए जिम्मेदार अधिकारी के नाम व
पदनाम की सूचना प्रदान करें। जनसूचना अधिकारी माता प्रसाद ने उर्वशी
शर्मा को भेजे जवाब में लिखा है कि सूचना आयोग में आयोग द्वारा धारित
आदेशों को वेबसाइट पर अपलोड करने की कार्यवाही अभी तक प्रारम्भ नहीं हो
पाई है। वेबसाइट पर अपलोड न करने के लिए किसी एक अधिकारी को उत्तरदायी
नहीं ठहराया जा सकता है। आयोग द्वारा पारित आदेशों को वेबसाइट पर अपलोड
किए जाने की प्रकिया चल रही है। यह कितना हास्यास्पद है कि आयोग में ही
सूचना के कानून की मंशा को रौंदा जा रहा है। केंद्र सरकार ने जिस मद के
लिए पैसा भेजा था उस पर कितना काम हुआ और कितना पैसा खर्च हुआ तथा आयोग
में कम्प्यूटरीकरण न होने के लिए कौन जिम्मेदार है, यह न बताना आयोग के
लिए नितांत शर्मनाक है।
सबसे हैरत करने वाली बात तो यह है कि आयोग के पास सूचना आयुक्तों द्वारा
पारित अंतरिम आदेशों का विवरण भी नहीं है। दूसरे मुख्य सूचना आयुक्त की
कुर्सी पर बैठे रणजीत सिंह पंकज सरकार के खिलाफ सरकार के वफादार सिपाही
जैसा काम करने का आरोप लगने लगा है। होमगार्डस मुख्यालय संबंधी एक मामले
में आवेदनकर्ता सलीम बेग का कहना है कि पंकज आदेश लिखाते समय कहीं भी
जिक्र नहीं करते कि जुर्माना 250 रुपए के हिसाब से कितने दिन का लगा रहे
हैं? नियमानुसार 25 हजार रुपए जुर्माना है। बेग का कहना है कि अगर सूचना
मांगने के दिन से विलंब 100 दिन का होता है तो 25 हजार रुपए जुर्माने की
धनराशि वसूली जाती है।कम्प्यूटरीकरण के नाम पर मिले पैसों का आयोग नहीं
