I can say without hesitation that mr Wajahat Habibullah was the most suitable person for the post of the first CIC. He has been an honest, intelligent, well meaning officer who exercised his authority with some restraint(which was required in initial years). He is highly educated and cultured and a living example of the great Tehzeeb for which lucknow was once known (and I am not being elitist here).It only saddens me to see how gentlemen occupying public offices can be treated so shabbily by self proclaimed activists who move around donning the "holier than thou" persona.
I have no claim to activism but I have been working actively in the campaign for RTI in U.P. right from 2005. I have also interacted, albeit briefly, with the front rung campaigners of RTI like Aruna Roy,Arvind Kejrival, Shekhar Singh And Shailesh Gandhi .
In Uttar Pradesh, We have ourselves( government of uttar pradesh, the SIC and last but not least, the applicants and so called RTI activists), left no stone unturned in destroying the RTI Act .
U.P.SIC is perhaps worst in the country so there is no point drawing any comparison with CIC because then CIC will look like a group of Guardian Angels.
Nevertheless , I think that the CIC has done a commendable job under the leadership of sri Wajahat Habibullah. administratively as well as in passing some landmark judgements . The moral authority of the CIC has also been of the highest order. How many institutions in this country can match the CIC? And how many of us can honestly claim to possess the integrity and moral courage that we demand from others. Its only our dishonesty and conceit that can make us behave the way we do when it comes to judging others?
Just one or two years ago Shailesh Gandhi used to be our poster boy who was referred by us affectionately as a "RTI extremist" and today I see that he is the favourite whipping boy of his erstwhile co-activists?
No judicial order can satisfy everybody but the recourse for the aggrieved is in the Law itself and people who indulge in useless bad mouthing of anybody and everybody only harm the cause they claim to espouse.
