लखनऊ (एसएनबी)। सामाजिक व सांस्कृतिक संस्था पुरवइया के समारोह में
विभिन्न क्षेत्र के लोगों का सम्मान रविवार को किया गया। विश्वेश्वरैया
सभागार में मुख्य अतिथि व बेसिक शिक्षा मंत्री राम गोविन्द चौधरी व
समाजसेविका श्रीमती आराधना मिश्रा ने बेबी ऐश्वर्या शर्मा (आरटीआई
कार्यकर्ता), भोजपुरी गायिका देवी व भोजपुरी फिल्म अभिनेत्री अंजना सिंह
को सम्मानित किया। सभी को स्मृति चिह्न, शाल व आदि प्रदान किया गया।
सम्मानित कलाकारों में आरटीआई कार्यकर्ता बेबी ऐश्वर्या ने कहा कि जब वह
मात्र 9 साल की थी तो पहली बार आरटीआई के तहत सूचना मांगी थी। सूचना यह
थी कि स्कूल के बगल में कूड़ा घर था और जब सूचना मांगी तो वहां लाइब्रेरी
बनवा दी गयी। इसके बाद महात्मा गांधी को राष्ट्रपिता और हाकी राष्ट्रीय
खेल है कि नहीं तो सूचना मिली कि नहीं। उसने कहा कि जब वह छोटी बच्ची
होकर इतनी सूचनाएं मांग सकती है तो आप लोग चाहे तो सरकार को जवाबदेह बना
सकते हैं। गायिका देवी ने कहा कि वह देश-विदेश में भी कार्यक्रम कर चुकी
हैं लेकिन लखनऊ में बहुत ही कम कार्यक्रम करने का मौका मिला। बता दें कि
एक दूरदर्शन के कार्यक्रम में वह अन्य कलाकारों के साथ गन्ना संस्थान में
कार्यक्रम करने आयी थीं, लेकिन उनका कार्यक्रम लोगों को प्रभावित न कर
सका। इस कारण दो गीत भी वह नहीं सुना पायी और चलीं गयीं। शायद इसी बात का
उनको मलाल है और वह यहां कार्यक्रम करने को लेकर उत्साहित हैं। वे
'अगुंरी में डसलै बिया नगिनिया' के साथ अन्य चर्चित गीत सुनाकर सभी को
प्रभावित करने में कामयाब रही। इससे पूर्व मनोज तिवारी जूनियर ने ईश्वर
की स्तुति के साथ कार्यक्रम की शुरुआत की। इसके बाद जया शुक्ला व अन्य
लोक गायिकाओं ने अपनी आवाज से कार्यक्रम को सार्थक किया। दूसरी तरफ
राजेन्द्र विश्वकर्मा ने अपने हंसगुल्लों को सुनाकर सभी को लोटपोट किया।
कार्यक्रम संयोजक अंजनी कुमार उपाध्याय ने सभी का आभार जताया।

सक्रिय कार्यकताã सी बी सिंह, मनीष सिंह, अनिल कुमार, सुरेन्द्र गिरी,
धन्न्जय प्रताप सिंह को अंगवस्त्रय,स्मृतिचिन्ह, श्री फल एंव पॉच हजार
रूपये के साथ समानित किया गया। इस अवसर पर अुनकृति लाटर चैलेन्च कलाकार
राजेन्द्र विश्वकर्मा ने रेल बजट को लेकर व रेल मंत्री पर मिमिरकी करके
श्रोताओं को खूब हंसाया। वही पाश्र्व गायिका देवी ने कजरी सावन आया रे गा

दर्शको की तालियों से परिसर गूॅज उठा। इस अवसर में लोक गायिका संजोली
पाण्डेय, जया शुला, विभा जायसवाल, राघवेन्द्र सिंह, प्रेम एंव साथी ने
अपनी मनमोहक आवाज का जादू बिखेरा। इस अवसर पर कार्यक्रम का संचालन

सम्मान वर्ष 2012 में नृत्य, गायन और प्रतिभा के विविध रंग बिखरे।
कार्यक्रम के मुख्य अतिथि प्रदेश सरकार के बाल विकास पुष्टाहार एवं बेसिक

Uttar Pradesh government today short listed eight persons from various
fields for appointment on vacant posts of Information Commissioners
(ICs) in UP State Information Commission (UPSIC). The list would now
be sent for Governor's approval by the Chief Minister very soon.

The meeting of three member panel, authorised for selection of
information commissioners and chief information commissioner, was held
at Chief Minister's official residence where eight names were short
listed from a list of 112 persons who had applied for coveted posts.

Currently only two information commissioners Khadijatul Kubra and Gyan
Prakash Maurya were holding offices in UPSIC as eight posts were lying
vacant hampering functioning of the commission responsible for
implementation of Right to Information (RTI) Act in the state.

The selection panel including Chief Minister Akhilesh Yadav, minister
for Health and Medical Education Ahmed Hasan and leader of opposition
in state assembly Swami Prasad Maurya was constituted yesterday.

According to sources, among persons selected for post of ICs were
lawyers, former bureaucrats and media persons. The two members of the
panel refrained from naming the persons selected and said, with
approval of the Governor appointment of new information commissioners
was likely to be announced very soon.

Mr Maurya while coming out of the meeting, said, "the CM has been
authorised for selection of Information Commissioners and I hope, with
their appointment, UPSIC will work in a transparent and efficient
manner." Since the appointment of chief information commissioner and
information commissioners was solely depend on the ruling party, UPSIC
was faced to allegations of politicisation which was denting its
credibility and functioning both. Samajwadi party itself had held the
appointment of present chief information commissioner R S Pankaj as
political one which was aimed at serving interests of the then ruling
BSP.

The appointment of Khadijatul Kubra as information commissioner during
previous BSP regime had invited much criticism from opposition and RTI
activists.

The apex court recently in an order have held political appointment
responsible for over all detoriation in functioning of information

The Supreme Court has asked the government not to appoint any more
information commissioners in the Central Information Commission till
it decides on the plea making it mandatory for the transparency body
to have members from judicial background.

A Bench comprising Justices A K Patnaik and Swatanter Kumar passed the
order to this effect while reserving its judgement on the petition
challenging the validity of section 12 of the Right to Information
Act, 2005, which deals with the appointment of Chief Information
Commissioner and 10 other information commissioners.

The petition filed by one Namit Sharma has contended that since the
work of the CIC under the RTI Act is mainly connected with the law,
members in the transparency panel should have legal background.

However, government has opposed the petition contending that since the
function of the CIC is like a quasi-judicial body, it could not be
made mandatory that the members should have judicial background.

The state government move to appoint chief information commissioner
(CIC) by the end of April may hit a roadblock with the Supreme Court
stating Friday that it would lay down guidelines to ensure that posts
of information commissioners at the centre and state commissions do
not become "property of a political set-up".

The post of state's CIC is lying vacant following the retirement of P
P Tiwari on March 26 this year. There are strong indications that
chief secretary Avani Vaish, who is scheduled to retire on April 30,
is in the race for the top RTI Commission post. While an information
commissioner Mahesh Pandey relinquished his post on February 24 as his
tenure ended, nine posts of information commissioners are also lying
vacant in the state.

The apex court bench, comprising Justice G S Singhvi and Justice S J
Mukopadhaya on Friday made it clear that the court would now "lay down
the law," taking strong exception to the manner in which candidates
were being hand-picked by governments without making vacancies for
appointment of information commissioners under the RTI Act known to
the public. The court's observations came while hearing an appeal by
those whose appointment as commissioners to the Tamil Nadu information
commission was set aside by the TN high court.

"Now, the state government cannot take any decision in haste. For the
sake of ensuring greater transparency in the appointments under the
historic transparency law, either the state will now have to wait till
Supreme Court lays down the guidelines or it would have to follow the
procedure adopted by the Department of Personnel and Training (DOPT)
for appointment of commissioners to the central information
commission," RTI activist Ajay Dubey told TOI.

"We will submit a memorandum to the Governor soon, seeking a freeze on
all appointments to state information commission till the Supreme
Court laid down the guidelines," he said.

RTI activists had already submitted a memorandum to the state
government in November last year, pointing out lack of transparency in
the selection and appointment of information commissioners and
demanding action to ensure that appointments are made in a fair and
transparent manner. Subsequently, the governor had forwarded the
memorandum to the chief minister's office.

Bureaucratic circles are tight-lipped over immediate fallout of the SC
move to frame guidelines as name of incumbent state chief secretary
Avani Vaish, IAS officer of 1975 batch, is already in circulation for
state CIC post.

"I think you are putting the cart before the horse. As of now, the
procedures for selection are clearly mentioned in the RTI Act. It's a
matter to be examined whether the procedure for appointments to
information commissions in all states could be stalled till
formulation of any such guidelines by the court," quipped a senior
state government official.

Far from passing proposals to further progress in the city, Pune Municipal Corporation (PMC) corporators seem to have shifted focus to titular confusions.

PMC passed a proposal to give 'Father of the Nation' status to Mahatma Gandhi in their general body meeting on on Wednesday evening, petitioning the Central and State governments to make the title official.
It also passed a proposal to make the 'Mahatma' status official for 19th century reformer Jyotirao Phule.

The unusual request came after Aishwarya Parashar, a Class VI student, sent an RTI application to the Central Public Information Officer of the Prime Minister's Office in February this year, seeking a photocopy of the order through which Mahatma Gandhi was officially declared 'Father of the Nation'.
 
However, the National Archives of India (NAI) replied to the child saying no specific documents were available in this regard.

The proposal in PMC was submitted by Nationalist Congress Party (NCP corporators Ravindra Malvadkar and Anil Tingre, as well as Bhartiya Janta Party (BJP) corporator Dhanjay Jadhav. It said, "The Centre has no records about Gandhi's 'Father of the Nation' status.

He made the most important contribution to our freedom struggle and showed the path of non-violence to the world. It is a painful thing that we have no records to honour him."

It added, "We must compensate for this mistake. The Central government should make official records in a government document. The PMC general body is requesting the State and Centre for the same."

The General Body passed a similar proposal regarding giving the 'Mahatma' status to Jyotiba Phule. The same three corporators submitted the proposal.

Jyotirao Phule was a social reformer in Maharashtra in the 19th century, who revolted against the unjust caste system and fought for women's rights, women's education and widow marriages.

The State government told Chinchwad-based Ramdas Jangam after he made an RTI enquiry that the government does not have any records about conferring 'Mahatma' status to Phule.

On the very day the central government notified new rules diluting the Right To Information Act (RTI Act), the HRD ministry decided to make the ironical decision of telling school children that the transparency law was an effective tool for fighting corruption and effecting good governance.

 
The National Council of Education Research and Training (NCERT) has decided to print an RTI message in textbooks for classes from VI to VIII, stating that the law combats corruption and "promotes transparency and accountability" in the government machinery.
The message - to be displayed on the inner side of textbook back covers - is expected to reach nearly one crore students in 2012.
Besides creating awareness, the initiative will encourage children to use the tool for seeking information from the government. The day the Central government notified the new rules diluting the
Right To Information Act, the HRD ministry decided to tell school
children across India that the transparency law was an effective tool
to fight corruption and demand good governance.
The National Council of Education Research and Training (NCERT) has
decided to print a RTI message in the textbooks of class VI to VIII
saying the law empowers the "citizens and promotes transparency and
accountability" in the working of the government and "contains"
corruption.

The message to be displayed on the inside page of the back cover of
the textbooks is expected to reach aproximately to one crore students
in 2012, a year before next general elections.

The message says-- the RTI Act can help in making our democracy work
for people in real sense. And, a testimony to it is that about 10
crore RTI applications had been filed with different public
authorities across India till 2010, said a study done by Center for
Media Studies.

Not just creating awareness, the HRD ministry asked the children to
seek information from the government using the tool.

"You can seek necessary information about various activities of the
government through an RTI application," the message reads, while
detailing the process to seek the information.

Much before the government decided to create awareness, many school
children across India have used the RTI Act to get access to their
answer sheets and even seek information about the facilities available
to them.

Aishwarya Parashar, a class-VI student of the City Montessori School,
Lucknow, had stumped the nation when it was discovered through her RTI
that the government has not notified Mahatma Gandhi as father of the
nation.

The message tells the students that an RTI application can be filed on
a plain paper even though several government ministries have
prescribed a format for using RTI.

It also says that the RTI application can be send through a post office.

It was the Central Information Commission in 2011 which had asked the
HRD ministry to display a message creating awareness about the
transparency law and last week the ministry communicated the NCERT's
decision the information watchdog, the day it received the rules
diluting the RTI law from department of personnel and training.

Child Labour is a Crime

IPC section 374
 According to this section that whoever unlawfully compels any person
to labour against the will of that person, shall be punished with
imprisonment of either description for a term which may extend to one
year or with fine or both.
The Child Labour (Prohibition & Regulation) Act, 1986
The act prohibits the employment of children below the age of 14 in
factories, mines and in other forms of hazardous employment (including
domestic labour and service industry), and regulates the working
conditions of children in other employment.
Government servants are prohibited from employing children as domestic
servants. Through the recent notification effective from 10 October
2006, the government has imposed these restrictions on everyone.
Juvenile Justice (Care and Protection of Children) Act, 2000
Under this act any person responsible for abuse assault and neglect or
causing physical or mental suffering can be punished for up to 6
months and/or fined.
Also any person who procure a juvenile or the child for hazardous
work, keeps him in bondage and withholds the child's earnings or uses
them for his own purpose is liable for imprisonment up to 3 years and
also a fine.
Bonded Labour System (Abolition) Act, 1976
Under this act any kind of forced labour including child labour is a
punishable offence. There are many incidences where judiciary has
acted for elimination of child labour and has dealt with it as forced
labour or bonded labour.
Supreme Court Directions on Child Labour
The Supreme Court of India, 1996 has given certain directions
regarding the manner in which children working in the hazardous
occupations are to be withdrawn from work and rehabilitated, and the
manner in which the working conditions of children working in
non-hazardous occupations are to be regulated and improved.
The judgment of the Supreme Court envisages:
•       Withdrawal of children working in hazardous industries and ensuring
their education in appropriate institutions;
•       Contribution of Rs.20,000 per child to be paid by the offending
employers of children to a welfare fund to be established for this
purpose;
•       Employment to one adult member of the family of the child so
withdrawn from work, and if that is not possible a contribution of
Rs.5000 to the welfare fund to be made by the State Government;
•       Financial assistance to the families of the children so withdrawn to
be paid out of the interest earnings on the corpus of Rs. 20,000 or
Rs. 25,000 deposited in the welfare fund as long as the child is
actually sent to the schools
In a nutshell, the recent notification regarding child labour simply
means that any body employing children of 14 years of age, can be
prosecuted as a criminal. It also means that government is accountable
to deal with child domestic labour as a crime, and should make all
efforts for its control and elimination. It should also make
arrangements to provide justice, compensation and rehabilitation to
the victim

The Father of the Nation Controversy

The founding myths of many
nations regard all the peo
ple as descendants of a progenitor, who is often eponymous. Father of
the Nation is an honorific title given to a man considered the driving
force behind the establishment of their country, state ornation. Pater
Patriae also seen as Parens Patriae, was a Roman honorific meaning
"Father of the Fatherland", bestowed by the Senate on heroes, and
later on emperors.
On the sixty sixth Independence Day, we may muse on the title 'Father
of the Nation'. If not asked I know who is Father of the Nation, but
if asked I know not. This is officially a ten year old question
because of the RTI plea of class VI student of City Montessori School,
Rajajipuram branch, Lucknow, Aishwarya Parashar to the National
Archives of India. Jayaprabha Ravindran, assistant director of
archives and chief public information officer (CPIO) wrote back in a
letter dated March 26: "As per search among public records in the
National Archives of India, there are no specific documents on the
information sought by you."
When a demand to confer the title of 'Father of the Indian
Constitution' on Dr Ambedkar was made, deputy prime minister LK
Advani, in a letter to Delhi chief minister Sheila Dikshit in 2004,
had written: "It is not, however, feasible to formally confer the
title of 'Father of Indian Constitution' on Dr Ambedkar, since Article
18 (1) of the Constitution specifically provides that "no title, not
being a military or academic distinction, shall be conferred by the
state."
Mahatma Gandhi is popularly known as "Father of the Nation," but no
such title was ever formally conferred on him by the government. It
was Subhas Chandra Bose who used the term for Mahatma Gandhi, in a
radio address from Singapore in 1944. Later, it was recognised by the
Indian government. Thereafter on April 28, 1947 Gandhi was referred
with the same title by Sarojini Naidu at a conference. When Gandhi was
assassinated, India's first prime minister Jawaharlal Nehru, in a
radio address to the nation, had announced that the Father of the
Nation "is no more."
No such controversy rises in officially calling Jinnah 'Father of the
Nation'. Jinnah said , "I have lived as plain Mr. Jinnah and I hope to
die as plain Mr. Jinnah. I am very much averse to any title or honours
and I will be more than happy if there was no prefix to my name." But
Jinnah is popularly and officially known in Pakistan as Quaid-i-Azam
(Great Leader") and Baba-i-Qaum ("Father of the Nation").
Pakistan was carved out of the British India as an independent
sovereign country to serve the aspirations of 700 million Muslims that
opted to be part of it. Pakistanis view Jinnah as their revered
founding father, a man that was dedicated to safeguarding Muslim
interests during the dying days of the British Raj. Despite any of a
range of biases, Jinnah is universally recognized as central to the
creation of Pakistan.
Were there doubts about Mahatma Gandhi? His staunch opponent Subhas
Chandra Bose had no such doubts. Gandhi was at that time interned at
Agha Khan's palace at Pune and Kasturba passed away on 22 February,
1944. Concerned about Gandhiji, Netaji sent the following message to
the Mahatma on Azad Hind Radio, Rangoon on 4th June, 1944.
"...........Nobody would be more happy than ourselves if by any chance
our countrymen at home should succeed in liberating themselves through
their own efforts or by any chance, the British Government accepts
your `Quit India' resolution and gives effect to it. We are, however
proceeding on the assumption that neither of the above is possible and
that a struggle is inevitable. Father of our Nation in this holy war
for India's liberation we ask for your blessings and good wishes."
This message shows Netaji's reverence and warm feelings towards
Gandhiji. Some feel that there are some technical problems in
officially calling him Father of Nation. Pakistan is a new nation born
after Independence. But India that is Bharat as we know today has
emerged out of an old civilization. There are many queries if Gandhi
could be called the Father of an ancient civilization like ours.
One argument is there in favour of Gandhi being conferred the title.
The multi cultural and multi ethnic country became a Nation-State
owing allegiance to one Constitution, one flag and one Governemnt only
on August 15, 1947. Mahatma Gandhi who crystallized about him the
living forces of this new land may be officially called the Father of
the Nation as Jinnah is in Pakistan. People of India saw a Father
figure in Gandhi and he was the 'Bapu' to them.
Coherence or consistency are not hallmarks of Gandhian thinking. And
it is not enough to gloss this as indicative of flexibility or lack of
dogma. It is a serious criticism of Jinnah, for example, to state that
he did not have a clear conception of the Pakistan that he fought for,
whether it was meant to be a Muslim –majority secular and democratic
state or one whose political order was founded on Islam. Many of
Pakistan's problems today can be traced to this failure at conception.
Likewise, Gandhian fuzziness and lack of clarity have had severe
negative consequences for India. Its later variant has been the
trademark hypocrisy of Indian politicians for which not accidentally,
the iconic image in popular culture is the bumbling figure in a Gandhi
cap. This is a distant cry from the Father of Nation concept. No such
thing happened in Pakistan's concept of Father of the Nation.

That's what nine-year-old Aishwarya Parashar did. This little girl from Lucknow has filed three RTIs with the Prime Minister's Office. Her efforts have resulted in the removal of a garbage dump near her school. Don't you want to be a change-maker too?

File an RTI application in 5 simple steps:

1. Identify the department/subject of your query. Is it a state or a central subject? Keep in mind that different rules apply even though they fall under the same Act.

2. Do a little background research. Find out what information falls under the purview of the department concerned.

3. Phrase your questions wisely and precisely. Ask for a copy of the documents. Fill up the RTI application form (application form given).

4. Attach court fee stamp or Indian Postal Order of worth Rs 10 with the application and keep a copy of it with you for future reference.

5. Post your application or hand it over personally to the 'TAPAL" also called as Inward/Outward section of the respective department.

राष्ट्रीय पर्व नहीं हैं स्वतंत्रता दिवस ! लखनऊ: देश में हर वर्ष सरकारी स्तर पर भव्य पैमाने पर मनाये जाने वाले स्वतंत्रता दिवस, गांधी जयन्ती और गणतंत्र दिवस आधिकारिक रूप से राष्ट्रीय पर्व नहीं हैं। खुद सरकार ने सूचना का अधिकार यानी आरटीआई कानून के तहत मांगी गयी जानकारी में यह बात कही है।

लखनउ की एक छात्रा ऐश्वर्या पाराशर ने गत 25 अप्रैल को आरटीआई अर्जी भेजकर प्रधानमंत्री कार्यालय से 15 अगस्त, दो अक्तूबर और 26 जनवरी को राष्ट्रीय पर्व घोषित किये जाने सम्बन्धी आदेश की सत्यापित प्रति मांगी थी।

गत 17 मई को गृह मंत्रालय द्वारा भेजे गये जवाब में 15 अगस्त, दो अक्तूबर और 26 जनवरी को राष्ट्रीय पर्व घोषित किये जाने सम्बन्धी आदेश के बारे में स्पष्ट कहा गया ''इस तरह का कोई आदेश जारी नहीं किया गया है।'

ऐश्वर्या के मुताबिक उसने गत 31 जुलाई को राष्ट्रपति प्रणव मुखर्जी को लिखे पत्र में कहा कि उसने 28 मई को गृह मंत्रालय को भेजी गयी अपील में कहा था कि उससे सम्भवत: आरटीआई अर्जी का जवाब देने में कुछ गलती हो गयी है।

An application under the Right to Information has revealed that there
is no formal order to declare Republic Day, Independence Day and birth
anniversary of Mahatma Gandhi on October 2 as national festivals.

In April this year, 10-year-old Aishwarya Parashar, a class VI student
of CMS School, sent an application to the Prime Minister's Office
seeking a certified copy of the orders through which August 15,
January 26 and October 2 have been declared as national festival.

The PMO forwarded the application to the Union Home Ministry, which in
its reply on May 17, said such an order was never issued.

The applicant made a second appeal on May 28 stating that she had read
in textbooks that Republic Day, Independence Day and October 2 were
national holidays and there might be some mistake in providing the
information.

The second appeal was then forwarded to Department of Personnel and
Training and was finally forwarded to the National Archives that if
any document pertaining to declaration of national holiday existed it
should be provided to the applicant.

In a reply sent on July 23, Assistant Director of Archives Jayaprabha
Ravindran said as per preliminary search some files related to
declaration of January 26, August 15 and October 2 as public holidays
were available.

However, notification declaring these days as public holidays required
extensive search among the published material in the custody of the
National Archives of India.

The applicant may visit the archives for a detailed research among the
publication and cull out relevant information," the Assistant Director
said.

The applicant has now sent a petition to President Pranab Mukherjee
and Prime Minister Manmohan Singh that she had been informed by the
National Archives that though some files existed, but no government
order was found.

Stating that she was deeply pained, Aishwarya has requested the
President and PM to get an official order issued declaring August 15,
October 2 and January 26 as national festivals

देश में सरकारी स्तर पर तामझाम के साथ मनाये जाने वाले स्वतंत्रता दिवस,
गांधी जयन्ती और गणतंत्र दिवस आधिकारिक रूप से राष्ट्रीय पर्व नहीं हैं।
खुद सरकार ने सूचना का अधिकार आरटीआई कानून के तहत मांगी गयी जानकारी में
यह बात कही है लखनउ की एक छात्रा ऐश्वर्या पाराशर ने गत अप्रैल को आरटीआई
अर्जी भेजकर प्रधानमंत्री कार्यालय से अगस्त, दो अकतूबर और जनवरी को
राष्ट्रीय पर्व घोषित किये जाने सम्बन्धी आदेश की सत्यापित प्रति मांगी
थी।

'भाषा' को प्राप्त प्रति के मुताबिक गत मई को गृह मंत्रालय द्वारा भेजे
गये जवाब में अगस्त, दो अकतूबर और जनवरी को राष्ट्रीय पर्व घोषित किये
जाने सम्बन्धी आदेश के बारे में स्पष्ट कहा गया ''इस तरह का कोई आदेश
जारी नहीं किया गया है। ''ऐश्वर्या के मुताबिक उसने गत 31 जुलाई को
राष्ट्रपति प्रणव मुखर्जी को लिखे पत्र में कहा कि उसने 28 मई को गृह
मंत्रालय को भेजी गयी अपील में कहा था कि उससे सम्भवत: आरटीआई अर्जी का
जवाब देने में कुछ गलती हो गयी है। हालांकि 21 जून को उसे फिर पुराना
जवाब मिला और उसके पत्र को राष्ट्रीय अभिलेखागार के पास भेज दिया गया।

जीतने वाले कुछ नया नहीं करते बल्कि वह कुछ अलग तरीके से कार्यो को अंजाम
देते हैं। उनका यह प्रयास उन्हें कुछ खास बना देता है। कक्षा छह की
छात्रा ऐश्वर्या को इसी श्रेणी में रखना गलत न होगा। उसके बाल मन में
उमड़ती जिज्ञासाएं और उनके जवाब तलाशने के लिए उसने किया इस्तेमाल सूचना
के अधिकार का। अब लोग उसे नन्ही (11 वर्षीय) आरटीआइ एक्टीविस्ट के रूप
में जानते हैं। सीएमएस राजाजीपुरम की कक्षा छह की छात्रा ऐश्र्वर्या ने
पहली आरटीआइ वर्ष 2009 में डाली थी। बकौल ऐश्र्वर्या, स्कूल के मेन गेट
के बगल में ही कूड़ा घर बना था, जिससे उठती दुर्गध से हमेशा दिक्कत होती
थी। स्कूल को तो विद्या का मंदिर कहा जाता है, फिर मंदिर के पास कूड़ाघर
कैसे? ऐसे सवालों के उत्तर तो मिलते थे, पर संतुष्टि नहीं। मम्मी ने
सूचना के अधिकार अधिनियम के बारे में बताया। पूछा कि मेरे स्कूल के पास
कूड़ाघर है, उससे बच्चे बीमार हो सकते हैं, अगर ऐसा हुआ तो इसके लिए
जिम्मेदार कौन होगा? निवेदन किया कि कूड़ाघर हटा दिया जाए। उत्तर नहीं
मिला। छह महीने बाद फिर सीएम कार्यालय में प्रार्थना पत्र दिया, जिसे
लखनऊ नगर निगम अग्रसारित कर दिया गया। बाद में वहां पब्लिक लाइबे्ररी
बनवा दी गई।
