Sub.: Request to immediately remove 5 tainted IAS officers from posts
of Principal Secretaries of various departments of UP and immediately
apply mechanism of 360 degree profiling, similar to central Govt. to
check the entry and elevation of tainted officers to top positions in
UP Government.
Sir/Madam,
This refers to 'The 360 degree profiling' started by Present Prime
Minister Sri Narendra Modi for screening of officers for higher and
key positions at the Centre. Because of this 360 degree profiling,
out of ten officers of U.P. Cadre of the 1983 batch who were assessed
for empanelment at the Centre, only three could make the cut, two for
a secretary level position while another for an equivalent post. Out
of ten, seven senior IAS officers of UP cadre flunked the test.
This is noteworthy to mention here that the cabinet committee on
appointments under the chairmanship of the Prime Minister reviewed the
elevation and empanelment of 1983 batch IAS officers from all over the
country . The criteria for evaluation was 360 degrees appraisal which
went much beyond the annual confidential report. It involved getting
inputs about the image, performance and feedback about an IAS officer
from all around quarters. Before the elevation of a senior IAS officer
to the rank of the secretary or an equivalent post, the cabinet
committee on appointments got a direct feedback from the officer's
annual confidential report, seniors, juniors, CVC, CBI and the
intelligence bureau as the prime minister was not satisfied with mere
outstanding ACRs, in which most senior officers give good marks to
their juniors to avoid any bitterness. More so, the prime minister had
suggested for a review of the performance, integrity and image of an
officer from all angles and inputs from all agencies. These inputs
were taken into account before deciding the current promotions.
The outcome was declared vide Information Note No. 35/1/2016-EO(SM-I)
dated 18.07.2016 of DoPT GoI. This is for the first time in recent
history that such a large number of officers were denied promotion by
the Centre.
The two officers who have been selected for the secretary level post
are Sri Rahul Bhatnagar and Sri Rajiv Kapoor while Sri A.K. Sinha made
it for an equivalent post.
The seven senior officers of 1983 batch who failed this comprehensive
test & have been denied promotion for the secretary level post are Sri
Rajiv Kumar, Sri Chanchal Kumar Tewari, Sri Sadakant Shukla, Sri Hari
Raj Kishore, Sri Saniv sharan, Sri Raj Pratap Singh and Sri Biresh
Kumar.

on date Sri Rajiv Kumar is under Suspension, Sri Chanchal Kumar Tewari
is holding the key position of Principal Secretary to Govt of U.P.
Panchayati Raj Deptt., Sri Sadakant Shukla is holding the key position
of Principal Secretary to Govt. of UP Housing & Urban Planning Deptt.,
Sri Hari Raj Kishore is holding the key position of Principal
Secretary To Govt of U.P. Public Enterprises Department & D.G. Public
Enterprises Bureo,U.P., Sri Saniv sharan is holding the key positions
of Principal Secretary To Govt of U.P Forest, Environment & External
Aided Project + IT & Electronics Deptt., Sri Raj Pratap Singh is
holding the positions of Member,Board of Revenue and Sri Biresh Kumar
is holding the key position of Principal Secretary To Govt. of UP
Vanijyakar- Manoranjankar Deptt.

Sir, the post of Principal Secretary is the highest post of that
department and keeping a tainted officer at the highest position of
Principal Secretary is akin to continuously keeping the doors of that
department open for free loot by open corruption. So I am requesting
you to immediately remove Sri Chanchal Kumar Tewari from the post of
Principal Secretary of Panchayati Raj Deptt., Sri Sadakant Shukla from
the position of Principal Secretary of UP Housing & Urban Planning
Deptt., Sri Hari Raj Kishore from the position of Principal Secretary
of Public Enterprises Department & D.G. Public Enterprises Bureo,U.P.,
Sri Saniv sharan from the positions of Principal Secretary of Forest,
Environment & External Aided Project + IT & Electronics Deptt., and
Sri Biresh Kumar from the position of Principal Secretary of UP
Vanijyakar- Manoranjankar Deptt. as all these 5 tainted officers have
recently failed the comprehensive 360 degree profiling test of Central
Government and have been denied elevation by Central Govt..
Vide this letter of mine, I am also requesting you to immediately
adopt same mechanism of 360 degree overall profiling, similar to
central Govt. to check the entry and elevation of tainted officers to
top positions in Uttar Pradesh Government so that UP should start its
march towards an honest governance.
