is UP executive's decision not to share riot's related info to the legislature is tenable in the eye of law ?

please go thru UP Govt.'s bizarre RTI reply on Riots.UP executive has informed me that since they Won't disclose riots related info even to the legislature, so they won't share it with me under RTI.

I wish to know if  UP executive's decision not to share riot's related info to the legislature is tenable in the eye of law ?
