Sub. : Request to get a F.I.R. registered under IPC read with The
Criminal Law amendment act 2013 against one Mahendra Agrawal in a
cognizable offence of woman- harassment and defamation of a reputed
woman social activist like me, an offence committed by him by publicly
calling me a 'DALAL' in one of his facebook comments.
Sir,
This refers to Yellow slip No. 6390 dated 13-05-2015 ( Copy attached
). This slip was issued to me by Police Station Hazratganj of Lucknow
district on my complaint for registration of FIR against above named
accused.
One Mahendra Agrawal, said to be a Journalist,a RTI activist ,an
Advocate, an Editor of Newspaper 'KOOTCHAKRA', a Member of Working
Committee of Uttar Pradesh Chapter of Transparency International India
and a Secretary of Society for Fast Justice Lucknow, address 326 A

facebook , deliberately to insult a woman's modesty, made false and
baseless allegations and aspersions containing defamatory content
using foul and filthy language and thus insulted modesty of a reputed
woman like me though he was well aware that I was the coordinator of
the event.
Though as per section 154(1) of CrPc,every information relating to the
commission of a cognizable offence, if given orally to an officer in
charge of a police station, shall be reduced to writing by him or
under his direction, and be read Over to the informant; and every such
information, whether given in writing or reduced to writing as
aforesaid, shall be signed by the person giving it, and the substance
thereof shall be entered in a book to be kept by such officer in such
form as the State Government may prescribe in this behalf. As per
section 154(2) of CrPc a copy of the information as recorded under
sub- section (1) shall be given forthwith, free of cost, to the
informant.
Since the officer in charge of Hazratganj police station willfully
violated abovementioned sections of CrPc, I, being a person aggrieved
by a refusal on the part of an officer in charge of a police station
to record the information referred to in subsection (1) , am sending
the substance of such information ( Copy with annexures attached )
to you i.e. Superintendent of Police to comply with Supreme Court
order dated 12-11-13 passed in WP(Criminal) no. 68 of 2008, get a
F.I.R. filed against Mahendra Agrawal under IPC read with The Criminal
Law amendment act 2013 and also make all guilty public servants of
Hazratganj Police station co-accused in this case for their not
registering a FIR even by violating Supreme Court order dated 12-11-13
passed in WP(Criminal) no. 68 of 2008 and punish them U/S 166A of The
Criminal Law amendment act 2013 also.
